This is what the RTA's web page states. Improving the NSW bike network The RTA is committed to making provisions for bicycles in all new major road infrastructure and maintenance work. This is in line with the NSW Government State Plan which is dedicated to decreasing car dependence and improving the environment in NSW. Just for a laugh have a look at the Traffic flow improvement initiatives For the Spit / Military roads corridor (http://www.rta.nsw.gov.au/constructionmaintenance/downloads/sydney/spit_military_corridor_report_august2008.pdf) and do a word search (per edit/find tabs) for bikes, bicycles, cycles, cycling or any variation thereof... I can only assume that a purported expenditure of $70M does not qualify as 'new major road infrastructure and maintenance work'.
